Which reminds me ... could we have the same behaviour for wonders?
Recently I completed a wonder with caravans; at the end of the turn,
someone else got the wonder and my tech planning went out the window.
In another game, the same thing happened, and the next wonder I was
interested in (Hoover) couldn't be built in that city at all!

This might introduce a possibility for 'cheating', players conspiring
to complete wonders in the same turn.  Another option is to allow players
to 'get a refund' from the unfortunate city.  The present behaviour is
irritating.  Maybe it's just part of the game.  Of course it isn't an
issue in turn-based Civ versions.
