Try a bigger landmass and less water and no huts. My experience is
that this games are harder.

Well it was not only planned for AI. It was desired esp. for
multi-player games. I also thought of this improvement for land units,
but have you ever played: 100x100 and landmass 80% ?

Just look at two ai-players for fun, and you will see, why I did not
mention it. There will be only auto-attacking, because your rail
system is much too big. You cannot control your land units, because
they will travel off and loose their lives anywhere, so you do not
know if you city is manned or not. [nearly same problem with aircrafts
not returning to their home-city]

Another point were missiles. I am not sure about this point, because
why should your missile attack a spy?

Nevertheless garrison troops are an interesting idea, but aren't
Marines exactly what you though of (attack of 8, I think)?
