This is not the case.
Both the client and server work fine under WIN32 (95 or NT) when
running with the cygwin release.
It required two changes to the client and server makefiles since
the cygwin compiler generates a civclient.exe and civserver.exe,
but everything else is properly detected by configure.

This was brought up before: when Freeciv runs on Windows, it can
directly compete with Microprose's own products. We don't want to give
them any reason to take action. The server still requires Unix, of course.
