Nitpick: mostly omniscient + some advantages, not omnipotent :-)

John Stonebraker used to do the AI development, but doesn't seem to be
doing so at the moment.

I think anyone who wants to work on the AI (or other parts of freeciv)
is welcome to try, and if they produce good code (and nag the maintainers 
enough :-) it will probably be included into "official" freeciv.
