You should only build baracks in cities near (but not necessarily at)
frontline positions, and with reasonable production.

These become your healing and unit foundries. It generally helps a
lot to have a barracks in a major target city, but is too expensive to
put them everywhere on spec.

I tend to use field units in training exercises to make them veteran,
and carefully pick my attacks until I get them veteraned. Thus apart
from healing, barracks are not must use to me.

In Empire-style vs strategic play, they would be more important though.
