This patch teaches AI how to use planes and when to build them.

There are no major changes from the previous version, slight reordering in 
the files, that's all.  I tried to put all air-goto related things into a 
separate file, but failed: some bits use inner workings of the warmap and 
I don't feel like rewriting it from scratch.  But can do, if people 
insist.

Some behaviour issues:
* Easy mode doesn't build planes
* Planes won't attack cities unless they are going to be invaded
* AI uses planes well, but coordination with land units is poor --- and 
out of scope of this patch
* Slightly revamped air-goto code should solve at least one of the known 
bugs (1516).
