Since you just purchased the system National should cover the fan under
their warranty.
Getting it fixed is easier than a dozen emails in complaint and the
emails don't solve your problem.

Take it back with your receipt and talk to the folks at National
Computer. I am sure they will make it right.  If it is the CPU fan they
will likely replace the fan. If is is the chipset fan they likely will
replace the board.

In My experience the only "noisy" fan is a bad fan. (some fan noise is
normal but not a 'buzzing' sound)
