Apparently not looking very hard on the Mandrake 7.2 distribution either.
The RPM is on the main install CD of the set. It's: 

    /mnt/cdrom/Mandrake/RPMS/m4-1.4-17mdk.i586.rpm    

I'm surprised it didn't install it by default, lots of packages depend on it.
