I would like to have a dialog which remember its size across games. I
usually have to enlarge it to avoid too much scrolling in the
production list.

On a non-windowed UI you may get parts which extend to show extra
information. Like in
http://moo3.quicksilver.com/cool/oct02/senate01.html and
http://moo3.quicksilver.com/cool/oct02/senate02.html. I don't say that
this is good or better. It is just another alternative.
