I agree with both of these ideas.

In addition, consider changing the way diplomats attack to
something that is fair for all (something like #2415).
Why should a strategy-game have situations where
the one with the fastest connection and ability to
click on a dialog quickly wins?
Maybe when diplomats attack a city, let them enter
the city, and then popup the dialog. this will be more
strategy-game-like, and not fps...
