Maybe not perfect but imho it's a very good idea to reduce the cases in
which a city can be bribed and the governement/happiness criteria seems
to be the more judicious.

Yes, this is increasing risk in a bribing attempt. This may be rather
dissuasive with the new costs.

The "limited moves" (PR#4593) possibility could be also an idea by
giving a real utility to defending dips.
