You could have a look at the file data/nation/hungarian.ruleset
and try to do a similar thing for Austria.

This file comes with the source code, or in case of a binary 
distribution, is probably in /usr/share/freeciv/nation/

Can't we remove those fantasy nations from data/nations (without
loosing them of course) until that?

This is not the first offer for contribution on that matter
which is being declined.
