Thanks for answering, but it didn't help :-(. Here is what I did:-
I opened civserver & then dos prompt, went to d:\games\freeciv (where the game is located), typed in dos prompt "set home=d:\games\freeciv" & Enter. Then executed civclient, it says can't find home, home is not set.
Now, what is my fault? Please explain how to do it right.
And in which version the AI would be able to use diplomacy?
I think the developers should give top priority to make this nice game user friendly & let the AI use diplomacy. Hope they will do that in the next version 1.13.00.

This is implemented in the upcoming 1.12.0 A Windows version
will be hopefully available soon, please check www.freeciv.org
