I wonder about that too. How hard would it be to set a default worklist,
so that you could avoid that five-click event every time you start a
city?

I'm still struggling to get past 1000BC in smallpox games, I get bored too
easily, but my guess is that having a city management phase would likewise
bore the smallpox fans. However playing with stronger library/market etc
benefits and lots of specials does seem to make it less easy to win on
smallpox (me being the smallpox, the AI being the straight player).
