I don't really keep up with the Win or Mac versions of Freeciv, but I'll share
what little I've heard.

The Windows version of Freeciv found on the Freeciv web site is contributed by
Todd Goodman.  My understanding is that you can run the server without any
additional support, but to run the client you must have an X Server running on
your Windows box.  Also, not all X Servers for Windows support a new enough
protocol to work with Freeciv.

Another Windows port is by Daniel Glassey.  His uses the GTK libraries for
Windows, and hence doesn't need an X Server.

I've not used either of these.
