So perhaps development should _focus_ on these two goals, so
that we can get to 2.0 once and for all and be free from the
PayCiv compatibility burden?

But how do you focus a group of voluntaries?



I hereby announce that the priority for Freeciv development is
implementing True Diplomacy (TM) and The Senate (TM). People
who want a Freeciv or CTP mode should pool their ideas.

Then I propose we make a 1.11 release when both these goals are
there, at least experimentally, and then 1.12 when we feel they
are stable.

After that, polishing, and 2.0 can claim full Civ2
compatibility, plus it'll be the first version to feature the
first steps on Freeciv mode.

Is that fine for most people?
