To be honest, freeciv is a much different game than civ2
strategy-wise, which looks like it's the reason you find the AI to be
hard. The only real hard thing about the freeciv AI is that they all
go at you (or the most advanced player) as early as possible so it's
important to spend a lot of time building up your defenses. After the
first part of the game the AI really lags in basically everything
since it's not particularly smart at empire building.
