Hello Curtis,

I think you're wrong about the tax/luxury thing. The city is perfectly
content, and can produce 6 food surplus if needed.

But my PNG was a bit silly and does not show it. I attach my savegame
so you can see yourself (Valencia or many other cities).

That's true

It looks like a bug to me that I can't grow. I have played bigger games
without that problem.
