Actually, cross off what I just said. It does indeed not work for the
built-in rulesets, however it was less noticeable since it appears to
keep the same number of nations, it just changes them around and
randomizes the start. To test:

Run the latest client and go to Start Scenario Game -> Earth (classic,
large). Select a different ruleset from the drop down menu and pick
the Americans (a nation that isn't even in the scenario), then start.
In the two times I tried it, I wound up on England and in central
Asia.
