Hmm. Good point. I'm thinking modifying the rapture conditions so that
the easier AIs don't rapture quickly might be a good way to offset
this. What do you think?

Also, the 8 is somewhat of a hack, although I don't have much time to
code. Really what would be nice is to 1) base the maximum number of
cities on how long it takes to reach the republic in a rapture-ready
state and 2) have the AI gauge how close together it needs to put its
cities based on the amount of space it has. Any takers? I'm thinking
the second point would probably be the hardest to implement and I'm
not even sure it's really worth it.
