An additional point: Currently the AI diplomacy is set up so that once a player leads the space race, all AI players will declare war on that player, even if they were allied. Going space is currently counted as a "betrayal" of an alliance. This could be a major disincentive.

It was made this way because it is an individual victory, while military victory with your ally would be a shared victory; but now shared allied victory is no longer an option.

I think we need to rethink what it means to win and lose in Freeciv, and I suspect that it means something quite different in single player and multiplayer games.
