this patch subsumes the previous in this ticket.

o we can now set more attributes for the new unit.
o put the unittypes in a scrolled window.
o we can now create new cities with attributes.
o resurrected edit_city_packet. I must disagree with Per as to its use.
  individual packets for city editing is a dumb idea.
o added a bunch of TODOs for stuff yet to be done.
