An issue with the Creek flag:

I originally found it on the corresponding Wikipedia page: 
http://en.wikipedia.org/wiki/Creek_people

However, it turned out it's just a fantasy flag created by a user 
called TheWhiteRussian. He is apparently somewhat notorious for 
creating flags for non-independent 'nations' like this without being 
overly clear about the fact that he made them up himself.

In any case, he is tagging his work as PD so there should be no problem 
per se using the flag in Freeciv.
