I'm simply adding a mention of alternative renderings in a comment on 
the same line. That's the system I've ended up using.

Fact is, 'conflicts_with' is a very new feature and no actual praxis 
exist yet. The original intent was to make sure successor-states won't 
end up in the same game: E.g. Roman-Italian and English-British. Since 
then, I've used it for nations that are part of another nation: 
Bavarian-German, Galician-Spanish etc.

Yes there are a server setting that allow or disallow duplication of 
city names. The standard setting is however to allow duplicate city 
names internationally.

You're right that making nations sharing one or two cities or leaders 
conflict with each other is not productive. Removing for now.

New patch attached, that this time also moves all conflicts_with-tags 
closer to the civilwar_nations-tag: These two are often related and 
having them beside each other makes synchronizing and checking easier.
