[Freeciv-Dev] (PR#13856) Alternative Prussian flag

I used a piece of software called potrace to make this flag; from the 
same bitmap image used to create the previous one. Instead of over 300 
k, this one is a measly 14 k. It looks much smoother too. Only for some 
reason it's in B&W. Won't make a difference in-game, though: Colored 
fields are so small that they wouldn't be visible scaled down anyways.
