[Freeciv-Dev] (PR#13870) Data: Papuan nation

The Papuans are a Melanesian people on the island of New Guinea. I 
deliberately left out "New Guinea" from the nation's name, as it gives 
a colonial feeling. The modern nation's capital - Port Moresby - is 
left out for just the same reason.

I made it an "Australian" nation because of New Guinea's geographical 
closeness to the Australian continent.
