[Freeciv-Dev] (PR#3594) Patch for splitting Viking and Norwegian nation

Here's finally a full patch for splitting the Vikings and creating a 
separate Norwegian nation.

It's based on the work done in this ticket with a few changes. I will 
explain these changes roughly in the order they appear in the diff 
file.

Changes to Danish nation:

- Removed comment about charset. Everything is Unicode now.
- Moved ruler Gudfred to Viking nation (very early king).
- Moved Hammarskjold to Swedish nation (he was a Swede).
- Added a few kings plus two modern politicians and removed duplicates 
Svend, Knud and Valdemar.
- Corrected spelling of Erik Glipping.
- Added two Nordic civilwar_nations.

Changes to Swedish nation:

- Formatting of legend.
- Spelling of Erik Segersäll.
- Added Oscar and Hammarskjöld
- Added Nordic civilwar_nations
- Moved Birka to Viking nation and removed comment about the city.
- Minor changes to city list.

Changes to Viking nation (compared to drafts in this ticket):

- Margrete, Gorm den Gamle, Harald Blåtand and Knud den Store moved to 
Danish nation.
- Removed Christiania (17th century name: not Viking age) and Miklagard 
(Viking name for Istanbul).
- Renamed Kaupang -> Skiringssal: the Viking age name of the city. Read

- Added Torshavn, Ribe, Hedeby plus an almost ridiculous amount of 
cities from http://home.online.no/~olhov/sted.html

Changes to Norwegian nation (separate file):

- Added two modern kings.

The bottom line is that medieval Norway still is represented by the 
Viking nation: Most Viking rulers are medieval Norwegian kings. The 
main change is that modern Norwegian cities and rulers are moved to the 
new nation.
