aifill causes players to be renumbered (and renumbered again on each
/create).  But there should be no units in place at the time so I don't
see where the problem comes from here.

There are definite leaks in game_renumber_players however.  The
conn_list is created new each time but never freed.  Other data may need
re-initialization but we don't do it.
