Actually, there are. Following http://old.freeciv.org/de/manual/index.phtml
you will find a downloadable german version for game version 1.13

With the new wiki, the process of updating/versioning/translating, including
different rulesets, is more work than the Freeciv Community can handle,
unfortuantely, be means of a wiki.

I think we need some automatism here.
