The way im going to code it, it is saved, when A cancels something with B. B 
of course can still Cancel in the same turn.

Maybe, when A cancels a treaty with B, Bs counter to A should be reset.
2 Allies, they both want war, A goes to Peace, B goes to Neutral, As counter 
is reset, A goes to war.
So, you can still declare war immidiatly, if both sides agree.
