Those are all copyrighted works, and cannot be included in Freeciv
unless you contact the original authors and they agree to relicensing.

Their "copyright notice" says this, if you read between the lines.
There is no such thing as "never copyrighted", and none of these are
nearly old enough to have their copyrights expire.
