[Freeciv-Dev] (PR#12763) Client gets: NO Such File or Directory

I do the following:

run C:\Program Files\Freeciv-1.14.0\civserver.exe
run C:\Program Files\Freeciv-1.14.0\civclient.exe
Join Game as stewart localhost 555
Connect
Go back to civserver dos prompt and type:
1. metaconnection up
2. metainfo stewart
3. create karl
4. aitoggle karl
Wait for karl to connect

Karl sees me in the metaserver host list, highlights me in the list and 
clicks connect. He then gets:
No Such File or Directory

Any help?
