Hi!
One side "bug" for the earlier bug is that when you trade technology and
get the penalty, it is calculated using the cost of the tech you are
currently researching and not the tech you trade. This is a wrong way for
it leads to situations where you will get more penalty for trading a tech
than what it would cost you to research yourself
