I keep wondering how to design ferries, because I agree it's a major
pain to deal with them.  How about the following: Port Facility, much
like the Airport, allows moving units to other cities with a Port
Facility.  Unlike the Airport, there is no limit on the number of units
that you can move.  If this is too powerful, we can add in a distance
limit (namely, the range of your best transport): further than that you
either have to daisy-chain or build an actual Transport unit and
micro-manage like currently.

The main thing I don't like about this idea is that it only comes in
late in the game, but historically the sea was the main method of
transport in ancient times.  So maybe we should use the Harbour instead.

I vote for letting air units get an airlift just like ground units
currently can; no need for a new tech.

This is approximated by the paratroop unit, but I gather some thought
has been put into this concept (and also into the concept of trucks).
