Based just on the screenshot I like the idea.

When choosing a nation the AI should try to match the group you have. 
The problem is with more than one group you have to have a priority for 
each group to help resolve ties.  For instance does a 
european/historical nation better match against a european/modern one or 
against an african/historical one?  Note this isn't a problem with the 
patch since such matching isn't really done well now either.
