[Freeciv-Dev] (PR#12119) toggling fullscreen doesn't always work

In gtk2-client (beta7) on windows, the game starts in fullscreen by
default (which is good).  However if I go to the client options and turn
off fullscreen, nothing happens (it does not change to windowed mode). 
If I save settings, exit and restart, then it comes up in windowed mode.
 At this point I can successfully change to fullscreen, and then change
back.  Only if I start in fullscreen can I not change to windowed mode.
