This strategy is called "smallpox". There is a mincitydist setting that
prevents building cities so close together but it doesn't really change
the strategy that goes along with it.
In Freeciv 2.0 smallpox isn't as good as it was in 1.14. But, I don't
know which version you're playing. It is certain though that a veteran
player using just about any strategy will kill a newbie player - you
can't blame this entirely on smallpox.
