Option: specials - Amount of "special" resource squares
Description:
Special resources improve the basic terrain type they are on. The server
variable's scale is parts per thousand.
Status: changeable
Value: 250, Minimum: 0, Default: 250, Maximum: 1000
If help text were true, specials=1000 would give special ressources on each
single tile. It does not.
Also 250 would be a very high default. It is not.
