Here are some ideas:

1. Make a reasonable sequence order of ships, in which they are loaded. Fx
   [L] loads the ship with most MP left first and so on.

   An alternative is, to load only ships that are idle, not sentried.

2. Improve the units dialog (for units on the map) for better unit handling. 
   There are several possibilities to improve it (better display (more units
   to fit on screen), one-click activation, multiple units activation, drag
   and drop for loading)

3. A unit icon flag 'L' for loaded units.

4. In the city dialog, ideally drag and drop.

5. The unit dialog inside the dity dialog can inherit some capabilities from
   (2) above.
