History, at least, should follow the default ruleset unless there's a 
reason not to.

How are calculations for bribe cost of a unit computed?  Why don't we 
just farm out the work to the unit-bribe-cost calculator and just add on 
the cost for the unit when calculating the cost for the city it's in?
