  I have applied this patch to my autotesting grounds, copied civ1 
nations ruleset (with only 14 nations) to civ2 dir (since #10223 causes 
most, if not all, civ1 games to crash, I'm not running any civ1 tests at 
the moment) and set aifill=14 in civ2 autogame. So far 5-6 such 
autogames have been run and original problem has not shown itself nor 
has new problems appeared (at least not such problems that my still very 
crude autotesting grounds catches)
