[Freeciv-Dev] (PR#10040) "progress of global warming" is useless

On the panel (in the gtk2 client and all the others) is an entirely 
cryptic icon showing global warming progress.

In the gtk2 client there is a tooltip for this icon.

"Shows the progress of global warming: 5"

5??? What does this mean?  This tooltil should explain not only what the 
scale of the value is but what happens if global warming occurrs - or at 
least direct the player to where they can find out.

(The same is true of the nuclear winter icon tooltip.)
