When I try to make a global worklist, I can't make it long enough.  The 
maximum size isn't even large enough to fit in all the buildings.

Even worse, there is no warning when I go over.  The worklist editor 
lets me add more items, but they're not actually saved in the worklist.

Oddly, the city's worklist can become much larger (or so it appears).
