[Freeciv-Dev] (PR#9446) puppeteer bugfixes

Changes from puppeteer.patch.cvs-Jul-17_0.006.diff:

  - Included <config.h> in execute.c, parser.y and puppeteer.c to make
it compile under current CVS
  - Commented line 1088; cat_ptile_diff causes a SIGSEGV
    - get_tile_info() causes a SIGSEGV when called with old_ptile argument
  - Fixed the command "explore" (defined as a token but doesn't assigned
in bison grammar).

If we are thinking in use puppeteer's output as input of other programs
(like ai players), this output has to become formated. I think XML would
be useful here.
