vote is buggy.

help says:

#: server/stdinhand.c:1210
msgid "vote yes|no [vote number]"
msgstr "vote yes|no [Nummer der Abstimmung]"

#: server/stdinhand.c:1211
msgid "Start or participate in a vote."
msgstr "Starte oder nimm an einer Wahl teil."

The latter implies you can *start* a vote with vote. But you can't. You can
only do so by issuing the command.

Error messages also implies you can:

/vote new hard

/vote: Unvollständig. Anwendung: vote new <Befehl>   oder   vote yes|no
[Wahlnummer].
