New version.

Changes:
- scaled incite and bribe costs by goldfactor.
- made unit_bribe_cost() and city_incite_cost() use build_cost directly,
since they calculate costs.
- corrected savegame loading
- added a couple comments here and there

Observatons:
- why is city_incite_cost() in cityturn.c while unit_bribe_cost() is in
diplomats.c?
