Dangerous terrains need documentation. I think this means adding code
to client/helptext.c.
The end result is that the help for arctic should say that it is
dangerous and is an unsafe coastline.
Ideally the helptext for triremes should say that arctic isn't safe for
them, but this probably isn't feasible.
