This file auto-generates Makefile.am. This means when adding a new
nation all you have to do is dump the nation file into this directory.
And run autogen.sh. And add the nation to all of the rulesets. And add
a flag.
In short, I think this is bug-prone. No only may you distribute files
by mistake if they happen to be sitting around, but you're more likely
to add a nation ruleset but forget to include it in nations.ruleset...
