Yes, it's a bug.  There's also a bug (in the current code) that taxmen 
are added as the "new" citizen in certain places, without a size check.

Obviously the size restriction isn't a hard requirement then.  You can't 
make such specialists but you can get them sometimes.

IMO it would be fine just to call auto_arrange_workers any time you're 
in doubt.
