The new beachhead code has some bugs. I fixed one and documented another.

Greg - the AI is producing way too many ferries. I see cities with plenty
ferries sitting unused, and other cities with none building more. Later in
the same game 80% of my cities are producing galleons while I have more
triremes sitting there than I have cities.

So I think there are more bugs in the new ferry code.
